    Capabilities

    2294 views 0

The Capability Assessment helps us understand our current capacity to implement mitigation actions and identify any potential barriers to implementation. Capabilities are tools in the city’s toolbox for implementing mitigation actions and reducing disaster losses. These tools can be grouped into the following categories: planning and regulatory, administrative and technical, financial, and education and outreach.

    Capability CategoryDescription
Planning and Regulation Implementation of ordinances, policies, site plan reviews, local laws, state statutes, plans, and programs that relate to guiding and managing growth and development.
Administrative and Technical  City agency staff and their skills and tools that can be used for mitigation planning and to implement specific mitigation actions.
Financial Resources that a jurisdiction has access to or is eligible to use to fund mitigation actions.
Education and Outreach  Programs and methods that could be used to implement mitigation activities and communicate hazard related information.

Within these broad categories, New York City, with our various agencies and departments, has local policies, regulations, funding, and practices currently in place that will help advance its Mitigation Strategy through the implementation of actions. Some of these tools include: building and construction codes, floodplain management plans, land use plans, local laws and ordinances, master and comprehensive plans, and zoning and land use regulations.

For the 2024 HMP update, the Planning Team and Mitigation Planning partners created the following table to describe New York City’s current capabilities to implement mitigation actions. The database contains the capability classification, agency responsible, and description for each initiative or capability. The database also documents those capabilities that have been expanded and improved upon from their initial inclusion in previous HMPs. The capabilities described in the database will serve to help implement many of the mitigation actions and strategies.
