New York City Emergency Management (NYCEM) serves as the lead City agency responsible for the maintenance and update of the Hazard Mitigation Plan (HMP) for the City of New York. The HMP is guided and informed by its Planning Partners, which are the agencies and organizations that contribute to mitigation, response, and recovery in New York. While NYCEM holds primary responsibility for coordinating and tracking the progress of mitigation actions, many programs and actions are administered by other federal, state, and local entities.

The planning process for this HMP included the following steps:

    1. Goals and Objectives: Setting clear and achievable goals and objectives to guide our process and accountability.
    2. Participants: Identifying and engaging with a wide group of stakeholders and subject-matter experts.
    3. Process: Developing rich and relevant content for specific audiences based on reviews from subject-matter experts and stakeholders.
    4. Maintenance: Maintaining and updating the HMP as new evidence and research emerges.
