In developing the 2024 Hazard Mitigation Plan (HMP), New York City Emergency Management (NYCEM) is also committing to a formal plan maintenance process. The purpose is to ensure the 2024 HMP remains an active, viable document, and that the mitigation strategies it sets forth are updated and tracked. As mentioned in the Planning Participants section, the HMP is the result of a collaborative process involving the Planning Team, Steering Committee, and the Planning Partners. These bodies will continue to play a role in the HMP maintenance process, which includes efforts to:
- Monitor, evaluate, and update content and tools in the HMP.
- Codify annual mitigation actions and capability assessment updates.
- Incorporate the requirements of the HMP into existing planning mechanisms.
- Continue to engage communities by including them in the plan maintenance process.
Monitoring, Evaluation, and Updates
To maintain this momentum and to build on previous HMP successes, NYCEM will continue to convene the Planning Team once per year as a primary method of monitoring, evaluating, and updating the HMP.
The Planning Team will evaluate the effectiveness of the HMP using an iterative and open criterion that includes documenting and summarizing any emerging research or evidence regarding the Hazard Environment, Hazard Profiles, or Mitigation Strategies, and will also incorporate their findings into the HMP. These updates will be tracked in the “Changelog” page of the HMP.
Web Analytics and Feedback
The Planning Team will regularly review analytics related to the HMP’s website to identify trends and patterns related to its use, including before, during, and after a hazard event. The Planning Team will collect and incorporate feedback provided on the feedback form during the annual convening of the Steering Committee process.
Mitigation Actions and Capabilities Assessment Update
As part of the annual review process, the Planning Team will organize a Mitigation Actions update webinar, where agencies will be prompted to update their actions and capabilities in the Mitigation Actions Database. Agencies will be requested to describe their ability to expand and improve their identified capabilities to achieve their mitigation actions and strategies.
Entries in the Mitigation Actions Database are ultimately self-reported by agency partners and our primary goal remains to secure funding from FEMA for projects that mitigate risks to people and property from hazards identified in the HMP. The database, however, while serving this funding purpose, can also provide valuable insights to inform the overall mitigation environment of New York. The Planning Team will continue to enhance the database’s effectiveness and ensure its compliance with its requirements.
Proactive Grant Information Sessions
In addition to updating actions in the database, the Planning Team will proactively engage with agencies seeking FEMA funding that this report makes their actions eligible for. These information sessions will be publicized to the Planning Partners and other potential agency stakeholders.
Cross-Referencing with Financial Management System
The Planning Team will conduct annual cross-referencing exercises with OMB’s Financial Management System. This process will ensure that the numbers in the Mitigation Actions Database accurately match the City’s financial records, providing an added layer of validation. The Planning Team will also reference other publicly available datasets to ensure the most comprehensive data for the Mitigation Actions Database.
Site Visits
The Planning Team will adopt a proactive approach by meeting agencies at the site of their mitigation action projects. These regular site visits will enhance our understanding of action statuses and their relationship with hazards and hazard environments.
Incorporation into Existing Planning Mechanism
The Planning Team will regularly participate in meetings with the Planning Partners to ensure that New York City integrates hazard mitigation into its future planning activities.
Following the 2024 HMP approval and adoption, the Planning Team will work to incorporate the HMP into New York City’s planning mechanisms wherever applicable and appropriate. This work can include the following:
- Updating work plans, policies, or procedures to include hazard mitigation concepts.
- Establishing mitigation funding within capital and operational budgets.
- Developing guidance on risk-reduction techniques.
- Issuing plans, policies, regulations, or other directives to carry out mitigation actions.
- Adding hazard mitigation elements to redevelopment and capital plans.
Public Engagement
NYCEM is dedicated to continued public involvement in hazard mitigation planning and in the HMP review process. To keep the public involved in this ongoing process, the Planning Team will:
- Maintain a publicly accessible copy of the plan available online with an active feedback form.
- Post notice of any changes to the plan on the website changelog.
- Create a system for feedback and publicize opportunities for feedback.
- Socialize the content and tools of the HMP during outreach events.
- Publicize and offer existing resources and community mitigation actions, including the NFIP.
- Integrate HMP materials and public feedback into related and ongoing public engagement activities.
The Planning Team will engage with a diverse set of audiences in various formats to ensure an equitable cross section of NYC is represented during the public engagement process. The HMP will be publicized and accessible across the public library systems and LinkNYC kiosks in New York City, providing New Yorkers with limited internet or computer access a way to review and provide feedback, including during the initial public comment period.
