    Risk Tools

    186 views 0

Welcome to the NYC Hazard Mitigation Plan (HMP) Risk Tools. The HMP includes a suite of online tools that help planners, policymakers, City agencies, community organizations, and the public better understand climate hazards and associated risk across New York City.

Together, these tools bring together risk assessments, historical event data, and hyperlocal information to help users understand where hazards have occurred, who and what may be affected, and where opportunities exist to reduce future risk.

    Hazard History Consequence Tool (HHC)

The Hazard History Consequence Tool (HHC) is a central repository of historical natural hazard events and their consequences across New York City dating from 1795 to present day.

    • Documents when, where, and how natural hazard events have affected the city.
    • Contains approximately 3,000 historical events and associated consequences.
    • Brings together information from weather stations, flood sensors, tide gauges, and other data sources to provide additional context about past events.
    • Supports the HMP by providing a centralized record of historical hazard events and illustrate their impacts.

    NYC Urban Risk Index (URI)

The NYC Urban Risk Index (URI) assesses and communicates the impacts of natural hazards across New York City.

    • Provides contextualized, quantitative risk information to help users understand how different hazards may affect people, buildings, infrastructure, and communities.
    • Supports planners, emergency managers, policymakers, and other partners in identifying and prioritizing opportunities to reduce risk.
    • Helps inform planning, policy, and resilience investments by providing a citywide view of climate hazard risk.

    Community Risk Assessment (CRA)

The Community Risk Assessment (CRA) combines historical hazard events with current information to help users understand how hazards affect communities and where risk is concentrated. There are two main components to the CRA – the Community Risk Assessment Dashboard and Risk Reports, both detailed below.

    Community Risk Assessment Dashboard

    • Provides hyperlocal data at the Community District level to help community-based organizations, planners, emergency managers, City agencies, and other partners better understand local risk and community needs.
    • Connects climate hazard impacts with community characteristics and resources to help identify opportunities to strengthen resiliency planning.
    • Supports informed decision-making and can help communities and partners identify where resources and mitigation actions may have the greatest impact.

    Community Risk Reports

Community Risk Reports use data from the CRA alongside information from the HMP to provide an accessible overview of hazard risk in each Community District. Designed for audiences with little or no background in hazard planning, the reports answer three key questions:

    • What is the hazard? – Provides background information about the hazard and how it can affect New York City.
    • Why should I care? – Highlights local data and information about how the hazard may affect the community.
    • What can we do? – Identifies strategies, programs, and resources that can help reduce risk and strengthen community resilience.

The reports are designed to support community conversations at all levels of decision-making.

Together, the HHC, URI, and CRA provide complementary perspectives on hazard mitigation and risk: from what has happened in New York City from climate-based hazards, to where risk is concentrated, to how future risk can be mitigated.
